The letter is from George B. Schwabe, a member of Congress, responding to a request from Senator Gid Graham to oust the O.P.A. Schwabe explains that he has consistently voted against the O.P.A. as he promised his constituents he would do during his campaign. He believes his voting reflects the desires of the people and he will continue to vote in accordance with their wishes.
