Mr. Owen wrote a letter to George Schwabe expressing his desire for O.P.A. to be extended to where supply meets demand, for an anti-strike law with teeth, and for appropriations to be reduced. Schwabe responds by stating that these wants are inconsistent and contradictory, as extending O.P.A. would require subsidies and deficit spending, which would not allow for reduced appropriations. Schwabe advocates for a return to free enterprise and the removal of bureaucratic control to increase production and reduce the need for borrowing money.
