R.F. Mullendore, President of the First National Bank in Hominy, Oklahoma, wrote to Congressman George Schwabe expressing his disapproval of H. R. 2232, the Fair Employment Practice Act. He urged Schwabe to study the bill carefully and vote against it if he agreed with Mullendore's concerns about the legislation. Schwabe responded, indicating that he had not and would not sign a petition to bring the bill to the floor for discussion. He also expressed his agreement with Mullendore's concerns and assured him that he would not be disappointed with Schwabe's vote on the legislation if it came before the House for a vote.
