The letter is from Horace B. Clay of Wilcox Oil Company to George B. Schwabe, requesting a copy of Public Law 346, also known as the G. I. Bill of Rights, which provides for on-job training for veterans of World War II. Schwabe responds by sending two copies of the law, one for the Tulsa Public Schools and one for Clay. Schwabe offers further assistance and expresses goodwill towards Clay and their mutual friends.
