The Department of Agriculture submitted a redraft of Section 2 of H.R. 520 to the Committee on Irrigation and Reclamation in 1945. The revised section grants the Secretary of Agriculture authority to carry out functions related to water conservation and utilization projects on Federal reclamation projects. The redraft includes provisions for acquiring, improving, and managing lands within the projects, as well as cooperative agreements with the Secretary of the Interior. Contracts, exchanges, and leases must be in line with sound project development and business principles.
