Mrs. Wiley Smith wrote a letter to Honorable George B. Schwabe requesting his help in drafting a bill to restore the pensions of Spanish American War Veterans that were reduced during the Roosevelt Administration. Schwabe responded, explaining that it would be difficult to pass such a bill due to the current administration's control of Congress. He advised Smith on the political situation and expressed his doubts about the bill's chances of success.
