The letter is from Mr. Harold H. Ginther expressing disappointment with the "On the Job Program" and the limitations imposed on it. He believes that the changes made were too extreme and are affecting individuals like himself who are unable to buy or build a home with the limited financial assistance provided. Mr. Ginther requests the Honorable George B. Schwabe to help remedy the situation. Schwabe acknowledges the bungling of the program and expresses his intention to work towards legislation in line with the American Legion's recommendations.
