A letter from George B. Schwabe to Col. G. D. Gardner regarding a suggestion made by a veteran of World War II for the creation of a "Victory Service Cross or Medal" for veterans with active service in the war. The veteran also suggests additional clasps for pre-Pearl Harbor service, battle participation, branch of service, and service ribbon for National Guards or Reserve Corps called to active duty in the U.S. Army. Schwabe is seeking Col. Gardner's opinion on the suggestion.
