The letter is a response from Congressman George B. Schwabe to Claude Eckert's suggestion to apply a minimum wage scale to firms employing 100 or more people in order to not drive small businesses out of business. Schwabe agrees that this idea is worth considering and acknowledges the discrimination against small businesses in laws passed by the New Deal Administration.
