The letter from Mr. Edward D. Avery to Congressman George B. Schwabe expresses concern about a bill that would divert coal traffic from certain railways to a proposed canal on the Big Sandy River. Avery believes the canal would be costly and impractical, and urges Schwabe to investigate and oppose the bill. Schwabe responds by informing Avery that he voted in favor of an amendment to strike the Big Sandy River project from the bill, as he agrees with Avery's concerns. Schwabe also sends Avery copies of the Congressional Record and relevant documents for his reference.
