Mr. Wendell V. George, Vice Chairman of the National Indian Economic Development Policy Board and a member of the Colville Confederated Tribes, testifies before the Senate Interior Sub-committee on Indian Affairs on the history of the Federal government's treatment of Native Americans. He highlights the negative impact of government actions such as the Allotment Act of 1887 and the Reclamation Act of 1902, which resulted in the loss of millions of acres of Indian land. He also discusses the Indian Citizenship Act of 1924 and the selective exclusion of off-reservation Indians by the Bureau of Indian Affairs. George proposes a mechanism for providing informed input from Indians before legislation is passed and describes the criteria for a solution that meets the needs of Native Americans.
