Senator Dewey Bartlett wrote a letter to Marvin Franklin of the Office of the Secretary of the Interior in Washington, D.C. on October 9, 1973. The letter enclosed correspondence related to James R. Wallen's efforts to obtain financial aid for his son to attend Oklahoma University or Oscar Rose Jr. College. Wallen's son is interested in pursuing a medical education but has been unable to secure financing. Bartlett requested assistance for Wallen from Franklin.
