The memo discusses the appointment of Silas Heart as Area Officer of the Oklahoma City Indian Health office, despite the recent Supreme Court decision giving Indians first preference in appointments within the Bureau of Indian Health. Some are shocked that Heart, who is not Indian, was appointed over many qualified Indian candidates. Senator Bellmon believes that Indians will be given priority for promotions and appointments in the Bureau. Additionally, it is clarified that Silas Henard is the Acting Executive Officer, not the Area Director.
