Blind people have special expenses that seeing people do not have, such as the need for guides, clerical services, house repairs, transportation, and groceries. The Social Security Act should be amended to include an insurance plan for blind individuals to help cover these extra costs and provide support for those who lose their sight. The insurance payments should be structured to encourage rehabilitation and increased earning power.
