The author, George B. Schwabe, is writing to Colonel Gardner to suggest the creation of a "Victory Service Cross or Medal" for veterans of World War II, with additional clasps for pre-Pearl Harbor service, battles participated in, and branch of service. He also suggests a service ribbon for National Guards or Reserve Corps who were federalized prior to Pearl Harbor. Schwabe is seeking Colonel Gardner's opinion on this suggestion.
