The letter is from George B. Schwabe, a member of Congress, to W. M. Bovaird, President of The Bovaird Supply Company. Schwabe received Bovaird's telegram expressing support for H.R. 5856 and is enclosing a copy of the bill. Schwabe believes the bill may not do much good but also does not see how it could do any harm. Bovaird's support is requested if an investigation leads him to the same conclusion.
