1946 Correspondence Regarding Social Security Coverage for Bulk Oil Representatives, 1945-12-01
Mr. Buford, a Bulk Plant Representative for Continental Oil Company, wrote to Congressman George B. Schwabe about losing old-age benefits due to a ruling by the Commissioner of Internal Revenue. The ruling stated that Bulk Plant Representatives were not employees covered by Social Security. Mr. Buford requested that the money collected for Social Security be held until a law was passed to include them in benefits. Congressman Schwabe forwarded the letter to the Social Security Board for consideration and possible resolution. The General Counsel of the Social Security Board, Jack Tate, responded by explaining the legal background and potential legislative changes that could affect Mr. Buford's situation. Tate also mentioned the recommendation to extend coverage to the self-employed, which would address the gap in coverage for individuals like Mr. Buford. Ultimately, the issue was being reviewed and potential solutions were being considered.
