The Osage Tribe of Indians filed a claim against the United States for misappropriation of funds and failure to pay them under a treaty from 1865. The treaty was negotiated with limited language abilities of the Osages and the interpretation of the terms, particularly the "civilization fund," was disputed. The Osages protested when they learned the fund was being used for other tribes and have been complaining and seeking legal assistance since then. The bone of contention is the language in the treaty regarding the sale of land and the creation of the civilization fund.
