John H. Kyl, Assistant Secretary of the Interior, states that due to lack of time and consultation with Native American tribes, the Administration cannot take a position on SJR. Res. 133 to establish the American Indian Policy Review Commission. He emphasizes that the discredited policy of unilateral termination should not be revived, the President's Indian package bills should be enacted promptly, and Native Americans should be consulted on any changes to Federal Indian policy.
