Edward L. Clark submitted a DI-510 form to attend Pennsylvania State University for advanced training in special education programs. Due to delays in approval, he requested to attend starting in the second trimester of December 1973. The school would benefit from his training, but funding was initially unavailable. Clark had been waiting for approval since December 1972 and was asked to submit a new DI-510. He requested early action on his application to make housing arrangements.
