Gerald One Feather, Chairman of the Landowners Association of the Pine Ridge Reservation, emphasizes the need for major reforms in Federal-Indian relationships. He discusses the historical lack of laws protecting and developing Lakota Indian communities, and the conflicts caused by the establishment of tribal trusts in the 1930s. One Feather calls for the recognition of individual and tribal land responsibilities as separate entities, and stresses the importance of self-determination for both groups. He also highlights the need for cultural self-determination and the development of opportunities within Indian communities.
