Proposed Amendment for Flexibility in Tribal Organization Contracts, 1953-01-01 - 1975-12-31
The proposed amendment to S.1017 would allow contracts between tribal organizations and government agencies to be for up to three years, depending on the availability of appropriations. This change is intended to provide more flexibility for educational systems and reduce turnover of staff in Indian education. The amendment also includes provisions for accountability and auditing. The amendment addresses concerns about obligating the government beyond annual appropriations by stating that contracts are subject to the availability of appropriations. Similar contracting practices already exist in other government agencies, such as NASA and the Defense Department.
