Addressing the Educational Needs of Federally Connected Indian Children: Statement on S. 1017 and Related Bills by Joe Upicksoun, Chairman of the National Tribal Chairmen, 1970-07-08

Joe Upicksoun, Chairman of the Education Committee of the National Tribal Chairmen's Association, expresses support for S. 1017 and its provisions aimed at improving educational services for Federally connected Indian children. He specifically supports Title I, the Indian Self-Determination Act, and Title II, which aims to correct abuses of the Johnson-O'Malley Act and involve Indian parents in education programs. However, he recommends amending the JOM Act to explicitly authorize contracts with Indian tribes and tribal organizations. He also suggests changes to provisions related to training programs and school construction to better serve the needs of Indian children.
