The Secretary of the Interior is addressing the issue of Indian preference employment and the requirement of a half-blood standard for certain Indian tribes. He proposes a plan to protect the rights of current Bureau employees and allow descendants of closed tribes to be eligible for preference. He acknowledges the legal questions surrounding these plans but is committed to implementing them if approved by the Civil Service Commission....
