The Bureau of Indian Affairs responded to Mr. Joseph C. Muskrat's inquiry about the selection process for the Albuquerque Area Director position. The position was re-advertised after an initial impasse, and although Mr. Muskrat was found to be highly qualified, he did not meet the criteria for Indian preference eligibility. The Bureau's policy on Indian preference eligibility was explained, and it was mentioned that efforts were being made to change the criteria to comply with the statute. Mr. Ronald Esguerra was appointed as the Area Director. The Bureau also mentioned receiving letters of commendation for Mr. Muskrat from Senators Stevenson, Percy, and Domenici. The Bureau responded to the letters, explaining why Mr. Muskrat was not further considered for the position.
