Jones to the Assistant Director of the ACTION Office of Policy and Planning, Mr. Tom Glenn, regarding the application by the United States Jaycees (the United States Junior Chamber of Commerce) for an ACTION grant under the Small Grant Program to fund a demonstration program involving Senior Citizens. This Program would place Senior Citizens in 'meaningful volunteer activities' such as counseling disadvantaged youth, home repairs, and staffing community events
