H. R. 7093 Departmental Amendments aim to make changes to the Osage roll and distribution of funds. The amendments would allow all original enrollees to receive a full per capita share, regardless of blood quantum, with the share of deceased enrollees going to heirs of Osage blood. The Osage Nation Organization proposes that all living persons with one-fourth Osage blood or more should share equally in the judgment. Non-Osage widows and adopted children are excluded. Additionally, the amendments would allow funds to be advanced for education and socio-economic programs for the Osage Tribe, and ensure that funds distributed per capita are not subject to federal or state income taxes.
