Proposal for the Transfer of Federal Programs and Services to Indian Control: A Memorandum from the Ninety-Second Congress, 1971-05-21

The memo discusses proposed legislation to transfer control and operation of certain programs and services from the federal government to Indian tribes and communities. The proposal allows tribes to assume control within 120 days of submitting a plan, with oversight from the Secretary of the appropriate department.
