The program was initially enacted in 1972 as part of the Higher Education Act of 1965, with eligibility criteria requiring institutions to have a certain number of veteran students in attendance to receive grants. Amendments in 1974 changed the institutional eligibility criteria to include a minimum number of veterans in attendance and total undergraduate enrollment, as well as adjustments to the maintenance of eligibility requirements.
