Scope and Contents

The National Commission on the Financing of Postsecondary Education adopted a working definition and preliminary objectives for postsecondary education in 1973. The working definition included formal instruction, research, public service, and learning opportunities for individuals beyond compulsory school age. The preliminary objectives included diversity, excellence, institutional independence, accountability, student responsibility, access, choice, academic assistance, financial resources, and shared responsibility for financing.
