The Subcommittee on Indian Affairs held open, public hearings on H.R. 7421, the Menominee Restoration Act, on two occasions. Field hearings on the bill were held in Keshena, Wisconsin (on the former Indian Reservation) on May 25 and 26, 1973. Further hearings were held in Washington, D.C. on June 28, 1973. Subsequent to those hearings, another restoration bill, H.R. 9708, was introduced.

During the Keshena hearings, extensive testimony was taken from officials and members of the Menominee tribe; officials and representatives of State and local government, including the State legislature; sponsors of the legislation; and from the general public, including concerned non-Indian land owners within the former reservation. The Subcommittee opened the hearings, for approximately one hour, to general unscheduled comments from the audience.
