Pete Silva Jr. wrote a letter to Congressman James R. Jones expressing concern about proposed cuts to disability payments for Vietnam veterans. Congressman Jones assured Silva that he would oppose the cuts and work to protect veterans' payments. The proposal to reduce disability compensation was withdrawn, but there were still plans to revise disability ratings which would result in reduced benefits for some veterans. Congressman Dorn introduced legislation to block the plan and prevent the VA from altering ratings without congressional approval. The plan faced opposition from veterans' organizations and lawmakers.
