Paul G. Reilly, speaking on behalf of the National Savings and Loan League, addressed the United States Senate Committee on Indian Affairs about the Indian housing problem. He discussed the challenges faced in providing mortgage credit to individual Indians, the lack of freedom in alienation of land, and the need for a viable mortgage credit mechanism within reservations. Reilly suggested the gradual merging of individual Indian money accounts into a savings and credit mechanism to address the pressing housing issue. He also recommended the creation of a full-scale guarantee or insurance system to support housing initiatives on Indian reservations.
