Scope and Contents
The letter is written to the Honorable John Sawhill expressing strong objection to options 3 and 4 of the proposed rulemaking concerning a program of crude oil equalization. The Representatives believe that including foreign crude oil and imported refined products in the formula would be disastrous and counter-productive, leading to an increase in imports and reliance on foreign oil. They argue that the costs should not be passed on to producing states and consumers of domestic crude who have taken the risks associated with its development. They urge for options 3 and 4 to be rejected.
