The Julian P. Kanter Political Commercial Collection (PCC) is currently stored in the archives of the Carl Albert Congressional Research and Studies Center’s Congressional and Political Collections. The Carl Albert Center, founded in 1979, is one of the leading congressional archives in the country with over 60 member collections. The PCC is the largest collection of political commercials in the world and the only comprehensive collection that covers all levels of political campaigning
from Presidential elections to ballot initiatives. Containing approximately 120,000 film, audio, and videotape recordings of political commercials aired between 1912 and the present, the Collection is an exceptional and unique historical resource.

Arrangement
The original (year 1985) arrangement of the Collection was alphabetical according to the candidate’s name with two parts, (1) an entry line with name, physical format; and (2) a brief description of the candidate, a list of items related to the candidate, and where possible the political party and specific election year.
In 1990 documented by original order with the addition of OCLC access number, if available, which was assigned using the Archives and Manuscript Control format (AMC).
An updated Collection catalog created in 2003 counted 70,000 items represented by three parts (1) candidate’s last name, (2) election year, office, party, and (3) title, length of commercial, and ‘new’ identification number.
In 2019, metadata included more comprehensive information from previous catalogs with additional elements compiling identification numbers from previous catalogs and the addition of a heading titled ‘P_COPY’. The P_COPY identification number was reformative; a fundamental change to identifying items in the collection. This number (P_COPY) was established as the top-level container with between 2-150 ads per P_COPY group. The ads within the P_COPY group are sequentially organized and attained from the identification number of the 2003 catalog.
2019-present - The collection is currently arranged by Office, Election year, State, Party, Last name, First name.

Kanter Political Commercial Archive with the award from the Save America's Treasures grant by the U.S. Department of Interior/National Park Servicein November, 2003."The purpose of the 'Preserving the Heritage and History of Televised Political Campaign Advertising' project was to ensure future access to the approximately 70,000 cataloged political commercials by re-formatting these materials to DVD-video." -- Project Leader was Lewis Mazanti, Archivist and Lisa Henry, Archivist/Curator
2022-2025 - The National Science Foundation awarded the Carl Albert Center Archives, Harvard University, and Purdue University, funding to support re-digitization, arrangement, re-housing, and preservation of master or analog items. The project will account for over 100,000 political ads from 1912-2016, the Julian P. Kanter Political Commercial Collection archived at the University of Oklahoma, to develop (1) an automated system to identify issue (and other politically relevant) content from ad image, audio, and text and (2) a state-of-the-art user interface that gives researchers the ability to query, interact with and view videos, and also output data for analysis. Project Leader is JA Pryse, Senior Archivist III

Missing items from the original Collection worksheet is added with the number 3(300,000), as the highest documented item (OID) number in the records (comprehensively) is 221282 (P-APC0483-221282), which is an audio file. However, to remain consistent with the arrangement and numbering sequences, we started with '300,000'.
