Scope and Contents This Kerr-Case Act, the omnibus flood control legislation with a municipal and industrial water section, was called by Kerr one of most important pieces of water legislation. The bill had been vetoed twice. At this time, Kerr was chairman of the Senate Public Works flood control subcommittee. Photo was made in the office of Senator Case. Washington, D.C. July 9, 1958.
