Concerns Regarding Contracting Out Government Work and The Impact on National Defense

The author is concerned about a government program that allows certain government work to be contracted out to private industry. They believe that maintenance and repair work for military equipment should be done by government employees, as contractors have the ability to go on strike, causing delays in equipment readiness. They urge the recipient to support the continued use of Civil Service employees to maintain a strong defense.
