The Southwestern Cooperative Educational Laboratory (Southwest Cooperative Education Laboratory) was created in order to better serve the needs of the various subcultures in the southwestern United States. The region is home to a large number of minorities, including Spanish-Americans, Indians, and rural-dwelling Anglos, who have historically not attained the same levels of education as the majority Anglo-American population.
Extensive research indicates that current practices in public schools do not deal effectively with retardation problems related to cultural differences of minority groups. However, by applying what has already been learned from research, and continuing to conduct new research and disseminate findings widely, the problems of culturally related retardation can be overcome.
