Mrs. Gladys Byrnes from Shreveport, Louisiana, is requesting a per capita distribution of funds belonging to the Cheyenne and Arapaho Tribes of Oklahoma. The Commissioner of Indian Affairs is considering a "family plan" program for distributing a portion of each individual's share, with the remainder distributed in a per capita payment. Rep. Carl Albert is sympathetic to Mrs. Byrnes' desire for fair distribution and will continue to advocate for it. The use of judgment funds is subject to approval by and the enactment of legislation authorizing the use of the funds.
