The letter is from Carl Albert, a member of Congress, responding to a letter from Paul Pitts, the Principal Chief of the Osage Tribe of Indians. Pitts had sent a resolution from the Osage Tribal Council expressing their satisfaction with their current organization and requesting no changes be made. Albert acknowledges the resolution and assures that he will consider their request if any changes are proposed in the future.
