Donald F. Hughes is writing to Congressman Jones and President Ford about the inequity in pay between wage grade and general service personnel in the Federal Civil Service. He believes that wage grade employees are being compensated at a higher rate than general service employees, which is unfair and lowers morale. Hughes points out that this double standard makes it difficult to recruit new general service employees and asks if there are any plans to rectify the situation.
