Dr. R.L. Winter, a practicing Osteopathic physician, responds to Congressman James R. Jones's inquiry about comprehensive health planning, PSRO's, and national health insurance. Dr. Winter supports catastrophic health insurance, but believes national health insurance should be run by private insurance companies to avoid federal administration issues. He advocates for a deductible in the program to prevent overutilization. He opposes PSRO's and believes they infringe on patient confidentiality. Dr. Winter also suggests ways to increase the supply of family physicians and reduce hospital costs.
