James R. Jones is writing to thank Mr. Needham for attending a meeting on drug abuse in the military. He mentions his recent trip to Europe to review NATO troops and his efforts to create a constructive program to address the issue. Jones plans to recommend a maximum overseas tour of duty of 18 months for military personnel without families to help reduce the drug problem. He offers his assistance to Mr. Needham in the future.
