Carter, the Executive Secretary of The Baptist Foundation of Oklahoma, wrote a letter to Congressman James Jones expressing his concerns about the increasing cost of government and the national debt. Carter believes that social security is not a sustainable retirement program and suggests implementing a surcharge tax to reduce the growing debt. He urges Congressman Jones to consider these issues and not prioritize "giveaway" programs for political gain.
